When a blurred image disclosure part 15 discloses a blurred image stored in a blurred image storage part 14 and an exchange application is received by an exchange application receiving part 16, an exchange check part 17 presents a blurred image of an applicant to the other person to check whether or not the other person accepts the image exchange application. If the exchange check part 17 checks that the image exchange application is accepted, an image exchange part 19 presents an image of the other person clearer than the blurred image of the other person disclosed by the blurred image disclosure part 15 to the applicant and presents the image of the applicant clearer than the blurred image of the applicant to the other person.
