To provide an image forming device provided with a developing device including the functions of a cleaner member for an image carrier and a primary electrifying member and capable of restraining the deterioration of the non- magnetic toner of one-component developer to the minimum and realizing the miniaturization and the prolongation of the life of the device.

This device is equipped with a photoreceptor drum 11 having an exposure means 12 inside and the developing device D incorporating an electrifying roller 8. The device D is equipped with a developing roller 1, a toner supply roller 4, a toner regulating blade 5, a toner recovery roller 17, a scraper 9, a toner stirring member 10 and the electrifying roller 8 in a developing container 3 in which the non-magnetic toner is stored. The toner left after development on the roller 1 is electrostatically recovered by the roller 17, and the toner left after transfer on the drum 11 is recovered to the roller 1 under a condition that an electrostatic latent image is formed next, and recovered by the roller 17, then the toner left after transfer caught by the roller 8 is recovered by the roller 17, and finally restored to the toner storage part 3a of the container 3.
