A client terminal 201 is provided with a history holding part 206 for grasping the action history of a user and a terminal attribute holding part 205 for grasping the attribute of the client terminal. On the other hand, an information managing server 202 is provided with a user characteristic holding part 213 for grasping the action history of the user and a user terminal attribute holding part 211 for grasping the attribute of the client terminal. The information is successively updated according to the change of the states of the user and the terminal, and a distribution information selecting part 215 selects the information to be distributed to each user.
