To reduce the number of parts, to simplify a structure, to reduce weight and thickness and also to reduce a production cost by integrally forming key operating parts in a key pad, fixing key tops on the key operating part and fixing the key pad on a substrate.
A base plate 12 having a circuit substrate 12a which is integrally formed with a hard board 12b, the key pad 14 fixed on the base plate 12 and the key tops 16 which are respectively arranged in accordance with respective key parts 11 such as ten keys or various kinds of function keys, etc., are provided. The key pad 14 is made of rubber or a thermoplastic elastomer and the respective key operating parts 14a are provided in the places corresponding to the respective key parts 11. The key operation part 14a are integrally connected to a peripheral non-operating part 14 by a thin skirt part 14c which is swelled in the upper part, in the middle part or upward from a lower part at the thickness direction side surface of the base part 14b (non-operating part) in the peripheral key pad 14.
