PURPOSE:To measure energy that a laser irradiated body absorbs actually and reflected energy independently by providing a mechanism which measures energy absorbed by plural laser light absorbers independently. CONSTITUTION:Laser light 19 which is made incident on a laser light absorber 11 irradiates a flat plate type laser light absorber 21 and part of the laser light 19 is absorbed 21 to become heat on the surface of the flat plate type absorber 21 and the heat is conducted to a cooling plate 29 to raise the temperature of cooling water 28. Laser light 19 which is not absorbed, but reflected by the flat type absorber 21, on the other hand, is absorbed by a peripheral surrounding laser light absorber 11 to become heat on the internal surface of the absorber 11 and the heat is conducted to a cooling water flow passage 12 to raise the temperature of cooling water 18. The temperatures and flow rates of those cooling water 18 and cooling water 28 are read by analyzers 14 and 24 and cooling water flowmeters 15 and 25 to measure the energy which is absorbed by the flat plate absorber 21 and the energy which is reflected and absorbed by the absorber 11 independently.
