To provide a map display device, capable of performing enlarged display of an arbitrary point on a map and superior in operability, without fail and in a rapid manner, and to provide a navigation system which uses the device.

When a user touches an arbitrary point on a touch panel, a scroll mark display section 21 receives a touch signal from an input section 11 and displays a scroll mark 25 at this point. When the scroll mark 25 is displayed, a scroll processing section 20 performs scroll processing to make the scroll mark move to the center of a display section 10. When a magnifying display processing section 22 determines that the user's operation is a double-click operation on the touch panel, the magnifying display processing section performs enlarged display of a map, with the double-clicked point as a center.
