A time counter value extracting section 9 holds an MCT value and an SCT value extracted from a media packet 10 to which the MCT value is imparted, and calculates the value of the addition of the MCT value and the difference value between the SCT value of a most recently generated media packet 10 out of a plurality of media packets 10 housed in a transmission packet 8 and the SCT value extracted from the media packet 10 to which the MCT value is imparted as the virtual MCT value to the transmission packet 8. An inter transmission/reception operational frequency difference calculation section 20 converts a time transition amount of each of the virtual MCT value obtained by the time counter value extracting section 9 and an RCT value of the transmission packet 8 to a frequency difference to calculate an inter transmission/reception operational frequency difference 21.
