To inexpensively produce carbon fibers usable for various applications by enabling optical control of the growth density or the like of carbon fibers.
This production method comprises a first process for forming a substrate film 3 and a catalyst film 5 on a substrate 1 in this order, a second process for generating non-catalytic particulates 3a from the substrate film 3 and also generating catalytic particulates 5a supported by the non-catalytic particulates 3a from the catalyst film 5 through heat treatment, and a third process for generating carbon fibers 9 by making a carbon-containing gas act on the catalytic particulates 5a. The method is characterized in that the thicknesses of the substrate and catalyst films 3 and 5 are controlled in the first process and the inhibitors 7 are generated other than the particulates 3a and 5a to inhibit the catalytic action of the catalytic particulates 5a by the heat treatment in the second process.
