PROBLEM TO BE SOLVED: To provide a method for remotely controlling an oscillating camera and distributing a desired still picture with high time efficiency.
SOLUTION: This invention provides a method for distributing still picture data at an increased compression rate while the oscillating camera is oscillating and distributing the still picture data at a restored compression rate when the oscillation camera stops its oscillation so as to reduce the time for the terminal to obtain a desired image.
