PURPOSE: To align bolt-through-holes easily with each other by positioning a pair of bolt and nut held to a tightening device at the tightening place of a segment, and moving slightly the segment in a state to push the bolts.

CONSTITUTION: A pair of bolt A and nut B held to a tightening device 14 are opposed to through-holes 104 provided to the tightening place of a segment 10, and a jack 152 is driven to push slackly the bolt A first of all. After that, when the bolt A is hard to intert into the through-holes 104, the segment 10 held with a holding device inside a rolling box 131 is slightly moved by one of vertically moving jack 128, rolling jack an controlling jack or by a combination of them properly, the through-holes 104 are aligned, and the bolt A is easily inserted. According to the constitution, misalignment can be eliminated with simple operation.
