In the optical recording medium 100 having a first recording layer 102 in which information is recorded by using a laser beam 120 (the blue laser) radiated from a light transmissible first substrate 101 side and a second recording layer 106 in which information is recorded with recording sensitivity approximately equal to that of the first recording layer 102 by using the blue laser transmitted by the first recording layer 102, the reflectance (R01) of a recording mark formed on the first recording layer 102 is lower than the reflectance (R00) of a part without the recording mark (R00>R01) and the reflectance (R11) of a recording mark formed on the second recording layer 106 is higher than the reflectance (R10) of a part without the recording mark (R10<R11).
