An organic EL element 10 comprises: a transparent substrate 1; an anode layer 2 including a transparent conductive film; and a plurality of light-emitting units 7 in each of which an organic compound layer 3, a cathode layer 4, and an insulation layer 5 are stacked in this order. The anode layer 2 is formed on the transparent substrate 1, and the plurality of light-emitting units 7 are formed on the anode layer 2. In each light-emitting unit 7, the cathode layer 4 is covered with the insulation layer 5. The light-emitting units 7 are formed on the anode layer 2 in a state of being spaced apart from each other. On the light-emitting units 7 and the anode layer 2 exposed from the space between the light-emitting units 7, a third electrode layer 6 with lower resistance than the anode layer 2 is formed. The anode layer 2 exposed from the space between the light-emitting units 7 is in contact with the third electrode layer 6.
