An outer structural panel 6 on which peripheral frames 9 are mounted integrally is provided over the entire outer periphery of the indoor surface of an outer structural surface member 7, and each of the peripheral frames 9 is entirely mounted in a position spaced from the outer edge of the outer structural member 7 by a predetermined interval, to form an ear part 11 over the entire outer periphery of the outer structural surface member 7. The outer structural panel 6 is nailed to horizontally adjacent pipe columns 1, 1, vertically adjacent girths, and a sill at the peripheral frames 9 and the ear parts 11 of the outer structural surface member 7, and an interior wall surface member 20 is nailed to the peripheral frames 9 of the outer structural panel 6 by using the peripheral frames 9 as corbels. By simply nailing the outer structural panel 6 to the pipe columns 1, the girths, and the sill, the corbels of the interior wall surface member 20 can be mounted at the same time.
