To report static and dynamic actions and both states to terminal equipment by storing the history of results detecting the locations of respective persons together with the time of detection.
A personal state discrimination system 2 is composed of a state detection part 21 and a state report part 22. Based on data stored in a location information table 211 and a basic information table 211, the state detection part 21 finds the states of respective persons, stores these states in a action data table 213 by individuals and outputs them to the state report part 22 as state data. The state report part 22 reports the state data applied from the state detection part 21 to every terminal equipment 3 or performs operation based on the state data. When any individual is detected and specified and his position is detected, the history of that detection is stored and from the change/no change of detected position, it is discriminated whether that individual is under moving or not. When he is under moving, the direction of that move and the speed are found and the personal state including the case under moving as well is detected and reported to the terminal equipment 3.
