The phenol resin composite laminate comprises a combination structure of three layer structure of surface layers each made of a surface layer base material obtained by impregnating a glass woven fabric with a phenol resin and drying it, an intermediate layer made of an intermediate layer base material obtained by impregnating a glass nonwoven fabric with a phenol resin containing 100 pts.wt. of an inorganic filler in such a manner that an applied pressure in the case of integrally forming the structure by heating and pressurizing is 5 MPa or more. In this case, a specific tensile strength of the glass nonwoven fabric at 150°C is 26 N.m/g or more, and a mean particle size of the filler is smaller than a glass fiber size of the glass nonwoven fabric.
