To confirm the individual position inputted to a position information device by calculating the present position on the basis of the radio signal received by a receiving means, storing the position information and the individual information and time information inputted from an input means in a memory holding means through a communication line, and accessing it by a reader from a distant place.

A position information reader 10 is carried to an area of refuse, and individual information of residents is inputted by an input device 3. The latitude and longitude information of the area of refuse is also gained by a GPS receiver 2 possessed by the reader 10. The information is recorded in a memory and transmitting device 4. The memory and transmitting device 4 is moved to a place where it can be connected to a communication line L, and the recorded information is collectively transmitted to a memory holding device 7. In the device 7, it is stored together with the time information for identifying whether the individual is present in that place or not. On the other hand, when the safety of the residents is confirmed from a remote place, an access is performed from a reading device 9 to the memory holding device 7 through the communication line L to transmit the individual information and time information.
