The powder composition comprises silicone represented by the formula: R1aR2bSiO(4-a-b)/2 (wherein R1s are the same as or different from each other and each an organic group selected from a 1-30C alkyl group, an aryl group, an aralkyl group and a fluorine-substituted alkyl group, R2 is a substituted group having at least one alcoholic hydroxy group; and a and b are each a positive number satisfying the following values, 1.0≤a≤2.5, 0.001≤b≤1, and 1.5≤a+b≤2.6) and a powder, the powder-in-oil dispersion comprises dispersing the powder composition in a lubricant and the cosmetics comprise containing these.
