To actualize a radio wave absorber which has a superior radio wave absorption characteristics and is thin.
The radio wave absorber 10 is equipped with a structure 11 which has a thin-plate type constitution member 12 made of a magnetic loss body and a plurality of opening parts 13 which are formed while surrounded with the constitution member 12 and penetrate the body in the arrival direction of a radio wave. The electromagnetic wave absorber 10 is further equipped with a plate type radio wave absorber part 21 which has one surface so arranged as to adjoin the surface of the structure 11 on the opposite side from the radio-wave arrival side and a radio wave reflector 22 which is so arranged as to adjoin the other surface of the radio wave absorber part 21. The constitution member 12 of the structure 11 comprises a radio wave absorption sheet which includes a net body formed of fiber and ferrite particles carried by the net body and is formed in a sheet shape on the whole.
