A slid member 20 is fitted in a small diameter part 15b of the rotating shaft 15 in freely slidable, and energized to the center side of rotation of the rotating shaft 15 by springs 21. A gas receiving valve 22 is provided on the end of the center of rotation of the small diameter part 15b of the rotating shaft 15.
