PURPOSE: To accelerate a subscriber's poling speed by encoding reserved information and channel information and by inserting it within a period of blanking.

CONSTITUTION: Terminals 1 and 2 are inputted by input and output trminals and scramble data are inputted from a terminal 27. By scrambling a signal within the blanking period during television signaling by an integral-fold pulse of horizontal frequency in order to allow the signal not to descramble, the method is devised to prevent deterioration of a printed image. Furthermore, reserved information and channel information are encoded by a code which is correlated with said pulse and inserted into a blanking period, which allows obtaining only data whose program is selected, thereby permitting acceleration of each subscriber's poling speed.
