PURPOSE: To use only a prescribed number of moving picture sources less than number of sources to be in use by applying moving picture distribution of on- demand type for moving picture data when a distribution request of the moving picture data of a kind is less and applying moving picture distribution of near on-demand type only when number of distribution requests is increased.

CONSTITUTION: When a moving picture distribution request number from the user 20 with respect to moving picture data of a 1st kind is discriminated to be smaller than a reference value set with respect to the moving picture data of the 1st kind, an on-demand type moving picture distribution instruction is sent to a moving picture changeover section 11. On the other hand, when it is discriminated that the number of distribution requests from the user 20 is more than a prescribed reference with respect to the moving picture data, a frequency monitor section 10 instructs moving picture distribution of near demand type to a changeover section 12 of moving picture data of a 2nd kind. Then the changeover section 12 distributes the moving picture data to the user 20 by the near on-demand type distribution of the 2nd read section 16 for the moving picture distribution from the user 20 by the instruction.
