To obtain the subject emulsion capable of exhibiting high stability and good wettability and spreadability and accomplishing higher polymer weights of base polymers and useful for cosmetics or the like by polymerizing a specified organic silicon compound in the presence of a solvent in an ionic surfactant system.
This solvent-containing polyorganosiloxane emulsion is obtained by polymerizing (A) a compound of the formula: HO[(R1)2SiO]mH [R1 is a (substituted) univalent hydrocarbon group; (m) is a number corresponding to make viscosity at 10-3,000 cSt at 25°C], in the presence of (B) a solvent such as an aliphatic or aromatic hydrocarbon or a cyclic siloxane, using (C) an ionic surfactant and (D) a polymerization catalyst for the component A in (E) a aqueous phase.
