To prevent erroneous decision by inhibiting a steering unit, which decides on a property change of an elastic member in a steering transmission system during running of a vehicle, from making a property change decision in a vehicular state unsuitable for execution of the property change decision.
A steering angle null point detection block 102 detects a null point of a steering angle of a steering wheel. A null point history retention block 104 records a detection history of the null point. A property change decision block 116 decides on a property change of a steering transmission system on the basis of the detection history. A lateral acceleration sensor 42 detects a lateral acceleration that reacts on a vehicle body. A detection/update inhibition block 120 inhibits the steering angle null point detection block 102 from performing null point detection or the null point history retention block 104 from updating the detection history over a predetermined period of time.
