This composition is obtained by treating a precursor composition (A) with an activator compound (B) to partially activate it. Composition A is represented by the formula: MgmM(OR)nXp(ED)q (wherein M is a transition metal selected from among V, Ti, Zr and Hf; R is R' or COR' [wherein R' is a 1-14C aliphatic hydrocarbon group or a 6-14C aromatic hydrocarbon group); X is Cl, Br, I or a mixture thereof; ED is an electron donating compound (an alkyl carboxylate, ether, ketone or the like) which makes the precursor composition to be soluble; m is 0.5-56; n is 0, 1 or 2; p is 4-116; and q is 2-85]. Compound B is represented by the formula: Al(R")cX'dHe (wherein X' is Cl or OR"'; and R"' are each a 1-14C hydrocarbon group; d is 0-1.5; e is 0 or 1; and c+d+e=3).
