SOLUTION: A band drum 12 and a belt drum 22 are disposed in array with their axial lines X and Y in parallel, and a band transfer device 3 is provided movable reciprocatingly in the axial line X direction on one side of the band drum 12, while a belt transfer device 2 is provided movable reciprocatingly in the axial line Y direction on one side of the belt drum 22, and also a shaping drum 52 is disposed with its axial line Z in parallel with the axial lines X and Y of the band drum 12 on one side of the band transfer device 3 and the belt transfer device 4, and the belt drum 22 is also movable reciprocatingly in the direction crossing the axial line Z.
