To provide a treatment method and apparatus capable of detoxicating hardly decomposable substances in solid by oxidation and decomposition at a high efficiency in a short time.
The treatment apparatus of the hardly decomposable substance comprises a bag filter 10 for separating and collecting fly ashes discharged out of an incinerator, a mixing tank 12 for mixing the fly ashes 22 with scrubber wastewater 25 and producing a slurry, and a decomposition tank 14 in which a decomposition means for oxidizing and decomposing the hardly decomposable substances such as dioxins contained in the slurry is disposed. In the apparatus, a crusher 13 for crushing the fly ashes contained in the slurry is installed between the mixing tank 12 and the decomposition tank 14 and an intensely stirring means is disposed in the decomposition tank 14, so that while the slurry containing the crushed fly ashes being intensely stirred by the intensely stirring means in the decomposition tank 14, the hardly decomposable substances in the fly ashes can be decomposed and detoxicated in the presence of hydroxyl radicals by the oxidizing capability of the hydroxy radicals.
