To provide a turbine control device that can smoothly start a turbine.SOLUTION: A turbine control device according to an embodiment comprises a turbine model base flow rate control unit for calculating the flow rate of steam flowing into a turbine on the basis of a speed command for the turbine, an MSV opening degree calculation unit for calculating the opening degree of a main steam stop valve for switching whether to supply the steam to the turbine on the basis of a calculated value of the flow rate, and an MSV opening degree control unit for controlling the opening/closing operation of the main steam stop valve on the basis of a calculated value of the opening degree.SELECTED DRAWING: Figure 1
