A server 10 receives a user ID that a first user detection terminal 20 acquires from the first user detection terminal as user detection information, along with a first user detection terminal ID, whenever the user visits and leaves the office. The server determines the existence of the registration of location group information based on the received user ID. The server further specifies group information, based on the first user detection terminal ID, when location group information has not been registered, and registers the group information as location group information. Meanwhile, the server erases the registration of the location group information, when the location group information has been registered.
