PURPOSE: To improve the picture quality of a video with less movement in slow reproduction.

CONSTITUTION: A memory 58 is provided with the storage capacity of one frame and stores reproduced video data. An error correction circuit 64 corrects an error in accordance with an error correction code. A movement detection circuit 68 calculates a difference between frames from video data which is read from the memory 58 and detects whether movement for more than a prescribed value exists or not. When movement exists, a movement detection flag is raised. A memory control circuit 66 generates the read address of the memory 58 in accordance with double speed information from an input terminal 60 and the movement detection flag. When movement with more than the prescribed value exists, video data of the same field is read from the memory 58 for a prescribed period corresponding to double speed information. When only movement less than the prescribed value exists, video data of the same frame is read from the memory 58 for the prescribed period corresponding to double speed information.
