To protect the copyright of a video source even when copy control information is altered by performing scramble processing to an effective image section as scramble processing corresponding to one field and not applying the scramble processing to the position where the copy control information in a vertical blanking section is to be superimposed.

One field section of a video signal is provided with a vertical blanking period which is followed by an effective image section being a video signal part as an effective image. A CGMS(copy generation management system) information is superimposed upon and inserted into the vertical blanking period. Then, as a scramble system, scramble is applied in accordance with the effective image section, and the scramble is made not to be applied to the vertical blanking section. Consequently, it is possible to easily detect the CGMS at optional timing even without performing descramble.
