Abstract:
PROBLEM TO BE SOLVED: To provide the moving picture recorder that controls a transfer rate in the case that record and reproduction are conducted especially at a variable transfer rate and a received moving picture signal is coded with high efficiency with respect to the device that records moving picture information to a record medium which is capable of recording and reproduction.
SOLUTION: The moving picture recorder that codes a moving picture signal to a record medium with a prescribed total recording capacity at a variable transfer rate and records the signal is provided with a residual capacity calculation means 11 that obtains a residual capacity from the total recordable code mount of the record medium and the recorded code amount, a virtual buffer setting means 10 that outputs information of the capacity of the virtual buffer used for transfer rate control in response to the residual capacity, a virtual buffer means 8 that outputs sufficiency degree information of the virtual buffer whose capacity is set based on information of the virtual buffer, a quantization step control means 7 that sets a quantization step in response to the sufficiency degree information and a moving picture coding means 2 that codes the moving picture based on the quantization step.
