To reliably secure a field of view from an occupant by unfreezing washer liquid without increasing the load of a battery.
In the window washer device 32, a heat wire 56 is provided for heating washer liquid in a washer liquid tank 34 and a washer pipe 38. Power generated by an alternator 44 is supplied to the heat wire via a relay switch 58. When determining that the washer liquid is frozen from the liquid temperature of the washer liquid detected by a liquid temperature sensor 54A, a controller 50 checks whether an engine 12 is under warm-up operation or not. It energizes the heat wire to heat the washer liquid when under warm-up operation. Thus, an increment in the turning force of the engine 12, when idling up during warm-up operation, is converted into electric power which is used for heating the washer liquid to unfreeze the washer liquid without increasing the load of the battery 46.
