A tension regulating mechanism (a dancer mechanism) 30 of a wire 9 for cutting controlled based on the detected tension of a tension detector 34 is situated on at least the input side of a tension detector 34. The wire 9 for cutting is wound from the output side of the main roll part 10 not through a capstan stern mechanism but directly by a winding mechanism 50. The winding mechanism 50 is provided with a drive motor 51. The number of revolutions of the drive motor 51 is controlled based on the detecting speed of a speed detector 35. A driven groove roll 12 of the main roll part 10 is rotationally driven by the wire 9 for cutting wound by the winding mechanism 50.
