PROBLEM TO BE SOLVED: To reduce an amount of packets to be discarded, with a low processing amount.SOLUTION: When a signal to be transmitted using a session whose security is not secured is generated, a communication device holds the signal in association with the session. When processing for securing security of the session associated with the signal is completed, the communication device transmits the signal to a partner device.
