Abstract:
PROBLEM TO BE SOLVED: To reduce the number of communication times between user equipment (UE) and a policy server at a time of using a network (NW) in units of applications.SOLUTION: A policy server includes policy control means that acquires band information on each network from a network quality monitoring device, and notifies all UE in an area of the band information and a given network selection rate. UE includes: communication control means provided in each of a variety of networks for controlling communication with the variety of networks; and line selection means that stores the band information and the network selection rate in network selection policy information storage means, selects, when detecting start of an application, a network used by the application on the basis of the network selection rate referring to the network selection policy information storage means, and transmits a packet generated by the application to the communication control means corresponding to the selected network.
