A communication method and a communication apparatus. The method comprises: a terminal device determines that local first system information is abnormal when one or more of the following are satisfied: the number of transmission times of first signaling within a first preset duration is greater than or equal to a first preset threshold; or an unavailable duration of a first service is greater than or equal to a second preset threshold; or a change tendency of a tag value of a same system information block is abnormal; or the number of changes of the tag value of the same system information block within a second preset duration is greater than or equal to a third preset threshold; and the terminal device receives second system information from an access network device, the second system information being used for updating the local first system information. Hence, the terminal device can determine as soon as possible whether the local first system information is abnormal, i.e., whether the terminal device is attacked by a pseudo base station; and when it is determined that the local first system information is abnormal, the system information is received again, such that an influence of the attack of the pseudo base station on the terminal device can be eliminated as soon as possible, thereby improving user experience.
