A hair region detection device includes a first non-visible light irradiation unit, a second non-visible light irradiation unit, an image-capturing unit, and a region detection unit. The first non-visible light irradiation unit irradiates a subject with first non-visible light having a first wavelength. The second non-visible light irradiation unit irradiates the subject with second non-visible light having a second wavelength different from the first wavelength. The image-capturing unit captures a first image of the subject in a state of being irradiated with the first non-visible light, and a second image of the subject in a state of being irradiated with the second non-visible light. The region detection unit detects a hair region on the basis of a pixel value in each region in the first image and a pixel value in each region in the second image.
