An image encoding apparatus (100) comprises: a basic encoding unit (101) that uses a first encoding scheme to encode first image data (130), thereby generating basic hierarchical data (134); a converting unit (301) that converts first encoding information (144) used in the encoding performed by the basic encoding unit (101) to second encoding information (344) adhering to a second encoding scheme that is different from the first encoding scheme; and an extended encoding unit (201) that uses the second encoding scheme to encode second image data (230) by use of the second encoding information (344), thereby generating extended hierarchical data (234).
