The present invention provides a route generating device, a vehicle control device, and a vehicle route distribution system that can enable an emergency vehicle to reach a destination without delay. A server (100) that generates and distributes route information comprises: a route creation unit (101) that generates route information from map information and destination information on a vehicle; a route information storage unit (102) that saves the route information; a general traveling vehicle number calculation unit (104) that calculates the number of general traveling vehicles on the travel route for an emergency vehicle; and an emergency vehicle travel lane creation unit (105) that generates travel lane information for determining whether the lane on which the emergency vehicle travels passes through a current travel lane, an oncoming lane, or a middle portion between the travel lane and the oncoming lane.
