A terminal device (101-i) that has received an execution request for a process (A) containing process (A1), process (A2), and process (A3) first acquires the communication strength (Sti) of communication with a base station (102). In (a), the communication strength (St1) of terminal device (101-1) is 80%, the communication strength (St2) of terminal device (101-2) is 15%, and the communication strength (St3) of terminal device (101-3) is 60%. Next, terminal device (101-i) allocates a process to terminal devices of which the communication strength (Sti) is at least a first threshold of 20%. Communication strength (St1) and communication strength (St3) are at least the first threshold, and communication strength (St2) is less than the first threshold. As a result, process (A1) is allocated to terminal device (101-1) and process (A2) and process (A3) are allocated to terminal device (101-3). A process is not allocated to terminal device (101-2).
