Provided are: a signal generation circuit, a voltage converter, and a signal generation method in which the minimum unit of a value that is set in a generator for generating a signal having a cycle and an ON time that correspond to a set value can be made substantially less than the actual minimum unit. A CPU 11 determines, for each N cycles of a PWM signal generated by a generator 16, the setting value of an ON time in which the PWM signal having the ON time closest to the ON time corresponding to the product of a reference cycle and a target duty is generated in the generator 16, and sets the setting value in the generator 16. Furthermore, the CPU 11: multiplies by N the cycle obtained by dividing the ON time of the PWM signal generated by the generator 16 according to the determined setting value of the ON time by the target duty; specifies the settable value of the cycle in which the PWM signal having the cycle nearest to the N-fold cycle is generated; determines the setting value of the cycle for N cycles on the basis of the quotient Q and the remainder R obtained by dividing the specified settable value by N; and sets the setting value in the generator 16 for each cycle of the PWM signal.
