A thermal insulation board (3), comprising a vacuum insulation panel (31) and a thermal insulation material (33). The vacuum insulation panel comprises a core material (311) and a laminating material (313); an annular groove (315) is formed on one side of the core material; the laminating material coats the core material; vacuum is formed between the core material and the laminating material; the thermal insulation material is provided in the annular groove coated by the laminating material; the thermal insulation material and the vacuum insulation panel are located on the same plane; and the thermal resistance of the thermal insulation material is higher than that of the laminating material. A preparation method for the thermal insulation board and a refrigerator using the thermal insulation board are further comprised. Heat transferred to the edge and interior of the vacuum insulation panel by means of the thermal insulation material is reduced, the "thermal bridge effect" at the edge of the vacuum insulation panel is reduced, and a good thermal insulation effect is achieved.
