To make it possible to smooth the flow of people inside a building having a plurality of floors.SOLUTION: A people flow management system for managing the flow of people inside a building having a plurality of floors, includes a number-of-moving-people calculation unit for calculating measured values of the number of forward passage users and the number of return passage users, in which a user of an elevator moving to a prescribed floor from each floor of the building is a forward passage user and a user of the elevator moving to each floor of the building from the prescribed floor is a return passage user, and a utilization time shift output unit for outputting an estimated value of the number of return passage users when the utilization time of the elevator with respect to a part of the forward passage users is shifted forward and backward. The utilization time shift output unit outputs an estimated value of the number of forward passage users by shifting the utilization time of the corresponding forward passage users depending on the shifting of the utilization time of the forward passage users.SELECTED DRAWING: Figure 1
