PURPOSE: To automatically stick a tape to the wound paper by separating the tape along perforations between a reel and a pressure roll prior to the binding of the new and old wound paper and after sticking by pressure an adhesive double coated tape drawn out from the reel to the new wound paper with a pressure roll.

CONSTITUTION: When a device main body 20 approaches the wound paper R2, the exposed surface of the adhesive double coated layer of an adhesive double coated tape T2 is partially pressed and stuck to the wound paper R2 with a pressure roll 44 between a tape feed reel 40 and a peeled paper feed device. After the optional length of the tape T2 has been stuck due to the press of this press roll 44 and the relative shift of the main body 20 against the wound paper R2 and the main body 20 is stopped, perforations are applied to an adhesive double coated tape compound T0 between the reel 40 and the pressure roll 44 with a perforation cutter A. Next, after the shaft of the reel 40 is locked with a solenoid brake, only the adhesive double coated tape T2 is cut along the perforations, and the sticking of this tape T2 to the wound paper R2 is completed.
