PROBLEM TO BE SOLVED: To provide a binder capable of exhibiting good storage stability and excellent binding strength for glass fibers and powdered glass.SOLUTION: Provided is a binder comprising a polymer having hydroxyl groups. The polymer contains a structural unit derived from an unsaturated carboxylic acid-based monomer and a structural unit represented by general formula (1) (for example, a 5 mole ethylene oxide adduct of allyl alcohol), and an amount of carboxylic acid groups contained in the polymer exceeding 0% is neutralized.SELECTED DRAWING: None
