To perform appropriate processing of a call by recording a caller's voice on a recorder that is provided on a network when the network detects a call setting request of a caller, sending it to a callee and allowing the callee to decide whether it is a desired caller or not by listening to a recorded voice of the caller.

When there is a call setting request from a caller's terminal 10, a network 30 detects it through an oscillating exchange, decides whether a user's terminal (callee) 20 is a redirect processing object terminal that selects call processing on its own or not and executes a normal call setting processing when it is not an object terminal. When the callee is an object person of the redirect processing, a call is set between the terminal 10 and a voice service unit 31 and a caller's voice is recorded on the unit 31. Then, the caller's voice is sent from the unit 31 to the terminal 20. The user confirms the caller's voice, operates a keypad of the terminal 20 and performs desired processing.
