PURPOSE: To obtain excellent adhesive property between a base material and a photosensitive layer and to achieve improvement of printing resistance and flaw resistance by a method wherein a primer layer contains at least one kind of compound selected from a compound group having urethane bond and/or urea bond, and at least one terminal of the compound is a functional radical of a specific formula.
CONSTITUTION: In a dampening water not requiring photosensitive lithographic printing plate of providing a primer layer, a photosensitive layer, and a silicone rubber layer in this order on a base material, the primer layer contains at least one kind of compound selected from a compound group containing urethane bond and/or urea bond and at least one terminal of the compound is a functional radical of formula I to form the dampening water not requiring photosensitive lithographic printing plate. In the formula, n expresses an integer of 1-3, X expresses an organic radical which generates a hydroxyl radical by hydrolysis, and Y expresses a hydrogen atom or an 1-6C alkyl radical.
