With the pulse from a crystal oscillator 11 as a reference, fixing time intervals of 1msec and 64msec are formed by 1msec counter 12 and a 64msec counter 13. With the pulse train from an oscillator 21 is as a reference, a previously decided delay time is first delimited at the fixing time interval of 64msec by a counter 25, and the number of delimiting times is counted by a 64msec pulse counter 28. When predetermined number of times is counted by the counter 28, the residual time is delimited by a counter 23 at 1msec of fixed time interval, and the delimiting number of times is counted by a 1msec pulse counter 26. Then, when the predetermined number of times is counted by the counter 26, a thyristor 8 is turned on, and the electric energy of an energy capacitor 5 is discharged.
