To provide a film cutting device capable of cutting a film in any position linearly and sharply for a long period and a film roll body manufacturing method capable of manufacturing a film roll as a beautiful cylindrical body with good appearance.
The device for cutting carried film is provided with (A) a circular cutting blade, (B) a pair of rollers having suction ports on the outer peripheral faces and suction paths communicated with the suction ports in the inner parts, and (C) a film widthwise moving means for moving a casing supporting the circular cutting blade and the pair of rollers to the film width direction; and (D) the pair of rollers are constituted so that an angle between a perpendicular from the center of a projection circle projected from the rotation axis direction of the roller toward an intersection line between the plane and a virtual film carrying path and a line segment which connects the center of the projection circle with a point positioned on the outer peripheral face of the projection circle and intersecting with the cutting edge of the circular cutting blade when the circular cutting blade is projected on the plane is set to be -0.17 rad 0.17 rad.
