To determine the position and direction of an imaging apparatus so that an appropriate virtual viewpoint image fitted to a specified virtual viewpoint can be generated.SOLUTION: An arrangement determination device 105 specifies the position and direction of a virtual viewpoint corresponding to a virtual viewpoint image generated on the basis of a plurality of images obtained by imaging an imaging object area from different positions from each other by a plurality of cameras 101.
